Dear Ardans,
 
We have installed the following changes this reboot:
 - Petition #2145 has been implemented.  You may now 
   'tellhist ' to show tellhist only with a specified 
   person.
 
 - Dev 79 (thieving changes) has been implemented.  The theft 
   tracking system that prevented you from stealing too often 
   from the same NPCs has been removed.  To balance that, you 
   will now notice you cannot instantly steal again from an 
   NPC you just stole from; a timer between NPC thefts has 
   been added, same as it is currently for player thefts.
