Dear Ardans,
 
-Prop 1337, petitions 2374,2382 - Newbiehelpers have
been completely revamped.  Among the many changes
include:
     -Comprehensive QA application process, newbiehelpers
      no longer judge applications, FR/ER helpers have
      been completely merged together, the requirements
      have been removed, and newbiehelpers now have
      a comm line.
 
-Petition 2470 has been implemented.  You can now request
 equipment through the auctioneers through the ledger
 boards.
 
-Alchemy has now been changed to be a tradeskill.
While it is open for both FR and ER, FRs currently
lack any recipes.  These will be added at a later date.
